The Challenge and The Opportunity

The Federal government is on the precipice of fundamental changes to what it does and how it does it.  While the nature of these changes is yet to be decided, it is clear that government will no longer have the resources to continue operating as it has in the past.  Government must learn how to do more with less and how to do it more efficiently and effectively.

One of the most promising strategies for responding to this challenge is the application of information technology (IT).  Efficient and innovative IT investments can improve productivity and the ability of government to serve citizens and the nation more effectively.  Achieving such investments is best achieved through a collaborative environment where government and the IT industry can work together towards innovative solutions.

Throughout its history ACT-IAC has addressed key IT issues facing the government through its Shared Interest Groups and other traditional forums.  Over the past two years the issues on which the government is seeking advice have become more critical and strategic.  For example, the Department of Veterans Affairs sought industry advice on upgrading a major legacy system in the health care arena.  More recently the Office of Management and Budget requested industry input into crafting a new strategy for the acquisition of financial management IT systems.  In responding to these requests, it became clear that these studies were beyond the scope of the traditional SIG structure and required special governance and attention.

Anticipating that there will be future opportunities to undertake such projects in the future, ACT-IAC is creating the ACT-IAC Institute for Innovation to provide a consistent approach and structure for selecting, governing and managing all such projects.
