The Management of Change (MOC) conference was created by the Federation of Government Information Processing Councils (FGIPC) as a forum to bring together government executives from throughout the country and from all levels of government to share ideas, solutions and strategies on the application of information technology to government. The first MOC was held in San Antonio, Texas in 1980.
Today, the Management of Change (MOC) conference is the longest running event in the government IT community. The conference is held each June within driving distance of DC and attracts approximately 425 attendees. A ratio of no more than 3 industry attendees per government attendees guides registration. In order to sustain this ratio, a limit is placed upon the total number of industry attendees. Each IAC member company may have up to 3 registrants each. The 2008 Management of Change Conference had approximately 426 conference attendees with representation from 39 federal, state and local agencies and 150 companies.
A key part of MOC is the Intergovernmental Solutions Awards (ISA) exhibits and award presentations which recognize outstanding intergovernmental IT programs. Award winners are invited to display their program at the conference.
