Improving the IT acquisition process for large scale systems

the Federal CIO’s office is looking at opportunities to improve the IT acquisition process for large scale systems. During a recent meeting with OMB we were invited to submit our suggestions.

As a result of our discussions with OMB, the issue has been defined as:

What are the major obstacles -- ranked in priority order -- to the successful procurement of large scale IT systems (hardware, software, services) by the Federal government?

What actions and best practices does ACT-IAC recommend to overcome these obstacles and improve the acquisition and implementation large-scale systems?

I invite each IAC member to assist in crafting our response. You can do so by answering the following two questions:

(1) What are the top three obstacles to the successful procurement of large scale IT systems by the Federal government?

(2) What are the top three actions or best practices you recommend to overcome those obstacles and improve the acquisition and implementation of large scale systems.
